   Construction Site Runoff Control      


Fort Oglethorpe has had and Erosion Control Program for many years, which was developed to address dirt leaving construction sites and sediment entering into state waters.  The new requirements that Fort Oglethorpe is being required to meet is any type of construction site runoff or potential pollution sources.  We are in the process of adopting the new ordinance to address construction site waste management.

There are state certification requirements that each person involved in land disturbing activities has to meet.  There are different levels of requirements depending on the job responsibilities of the person:

Level 1A—Fundamentals is for primary, secondary and tertiary permittees (depending on level of involvement), contractors, builders, plumbers, electricians, BMP installers, developers, grading contractors, irrigation system installers, landscape personnel, site superintendents, utility contractors, septic tank installers, well drillers, etc.  Those taking this course and passing the exam will be “Certified Personnel”.

Level 1B—Advanced Fundamentals is for primary, secondary and tertiary permittees (depending on level of involvement), regulatory enforcement inspectors (city and county staff), non-regulatory personnel inspectors contracted for regulatory work (such as an environmental consultant to a city or county government). Those taking this course and passing the exam will be “Certified Inspectors”.

Level II—Introduction to Design is for primary, secondary and tertiary permittees (depending on level of involvement), design professionals, engineers, geologist, land surveyors, plan reviewers including Georgia Soil and Water Conservation Commission and Natural Resource Conservation Service Staff). Those taking this course and passing the exam will be either “Certified Plan Reviewers” or “Certified Plan Preparers”.

Yes, this is in Fort Oglethorpe and is runoff from a construction site after a heavy rain event this year.

Look really close at this picture.  This is the same site as shown above.  Look how high up this pole the water splashed the mud.  The annual impact of raindrops has been estimated to average the equivalent of 10, 000 tons of TNT per square mile.
